There is no "best" technique to modeling a car. Whatever works for you best is going to be your personal "best" technique. There are many different ways, but since you are just starting I would suggest Polymodeling. Here is a link to a great tutorial that will walk you through each step of building a car from scratch.

Look around on some of 3D sites (like this one or the ones linked to it) to get an idea of the different ways people are doing it and then see what works for you. And as always, when in doubt ask google! Good luck!
