Modeling Toon Clothing

Just wanted to get some input on how the majority of people go about modeling clothing for their toon characters. Cloth/Garment Maker looks like a good way to go, but is it a pain when it comes to animating? Any comments or advice will be appreciated.

modelling it on to the character is more suited to cartoon I would have thought because cloth is too dynamic and real.

but thats my thought on it :P
