strange....you use omni and the roof aint getting brighter?

i use Vray so i'm not that good with mr.

but i would check the model, for bad mesh or strange material.

what is your render settings?

I am a Vray user, so I am not very familiar with mR. However, I will still suggest you a few things :
1) Add a HDRi (environment map) so that the overall scene will be brightened up instead of just having light source from the few lamps.
2) This is for Vray, but maybe you can use it as 'reference' for your mentalRay. In Vray, I will suggest you to use HSV Exponential for the color mapping because that will prevent objects from 'overburnt' while keeping the colours (so you can increase the light intensity to light up the whole thing without having problem).

Thanks.

i have never used Photometric sun so i cant help you ther.

how a HDRi image work is that max takes the colore and light information from the picture and trow it inn to you scene from the enviroment menu. :)

you should use google and read some more about HDRI.
