How to group layers of clothes?

Hi 3DM3-Community!

First of all, please excuse my poor english ;)
I´ve been reading here a long time now, and in most cases I found an answer or tutorial, but now I´m stuck and need your help.

I´m trying to modeling a female shirt with 2 layers of material around the shoulders. The above one overlaps an will be slightly see-through (see shoulders and skirt on the picture to get an idea of what I mean)


The whole costume is finished, except the overlapping material. I attached the see-through model to the the jacket and then tried to weld the vertices/edges around the shoulder to the bottom material, with no luck. How do I create animateable clothes with more than one layer? My problem is that I have no idea how to stick/weld them only at a few points together
