well in fact it is 3DVIA virtools(the full name),it is really great tool to make games on psp nad wii and pc also,but i can tell it is extrealy expensive for normal people,i think only big games companies can buy it.
there is also a new product from 3DVIA ,3DVIA mp you can make xbox360 and ps3 games with it.
