Can anyone suggest a software (photo editing) program that would allow you to use a photo of a person's face and apply effects to create the look of a gaming character. I have looked at Quidam briefly but don't think you can use a photo as your model (may be wrong about that). I have 92 such photo's to edit and just need the effect of an animated character while still preserving recognition of the person in the picture - any ideas or suggestions would be greatly appreciated.

You need photoshop...and photoshopping skills. That's all you need.

The Photoshop is No.1 for photo editing. You can also use corel Photo-paint, this one is also powerful but I suggest photoshop (just because I use it all the time).

there is and GIMP 2 that is working on the Macintosh, GIMP 2 better than Photoshop
