please help me get my monitor colours correct

Hi, I'm practicing digital landscape painting and one thing is making it a lot harder. The screen that i put my reference on is not as colour accurate as my cintiq (which is true colour) Not only do the colours not look as good, but it's hard to pick the right colours in photoshop.

The monitor is a HP w185 monitor.

Is there anyway to get my monitor to display true colours without having to buy one of those stupid little money wasting hardware gadgets that I'll never again use? I've tried playing with the monitors settings via it's menu, and I've tried playing with the settings in the Nvidia control panel. Nothing seems to fix the problem. The one thing i have noticed is, when i take up the digital vibrancy, it does the opposite of where i want the colour to go. It's on 0% and i can't take it any lower. So i probably need to work out how to fade the colours on the screen rather than the contrast or brightness, which neither the monitor settings or the nvidia panel can do.

Has anyone else had this trouble? i like my colours true.
