Go to Customize->Preferences then under viewport click on Configure Driver...

Change Background Textures size and Downloaded Texture size to 1024 and check both Match Bitmap Size As Close As Possible.

Restart 3DS max and you're done!

This is my answer in another forum a few months ago (same as his answer), just copied and pasted :P

Thanks :)

Maybe you can try to update your DX9 to DX9.0c latest version. Did you restart your 3DS Max after you changed the settings? It's important because it will not take effect if you don't restart your 3DS Max. If its still like that, try to enable 'Antialiased Lines in Wireframe View' (the checkbox above Background Texture Size.

Once you've downloaded DX9.0c, just open the .rar file and find a .exe file named Setup or whatever name that 'sounds' like a installation file. However, I don't really think that its the version of DirectX that causes this problem, it looks like it was caused by your Max. Try to contact Autodesk and I think they should know how to fix the problem.

Thanks :)
