In the first-phase of the project, the company plans to build two production lines, each with a capacity of 1,500 tons annually. The second-phase and the third-phase of the project will each have an annual capacity of 3,500 tons.

The first-phase project, which will cost a total of RMB 2.53 billion, is expected to be started in June, and the first production line is expected to put into trial operation by February 2010.

Jingyang Energy, a 60:40 project joint venture (JV) established in June 2008 by GD Power and Inner Mongolia Sanwei Resources Group Co Ltd, will be responsible for the project.

GD Power said that it is considering asking other investors to join the project to lower its investment risk if it can do so and still keep a 60% stake in the JV.

TAIPEI, March 16 - Taiwan stocks rose 1.5 percentto a four-month closing high on Monday, with hotel chainoperators such as Leofoo Development Co &lt;2705.TW&gt; jumping as arecord-sized group of mainland tourists arrived in Taiwan.</p]
The main TAIEX share index &lt;.TWII&gt; ended up 73.93 points at4,971.32, its highest close since Nov. 5. Turnover was moderateat T$105 billion ($3 billion), lower than Friday's T$125 billion.</p]
The tourism sub-index &lt;.THOI&gt; jumped 6.9 percent as investorswere encouraged by the arrival of a record-sized group of 12,000Amway workers from China on Monday for a three-day visit.</p]
"The Amway news is only a short-term boost. Investors shouldbe cautious despite tourism shares' rally today," said AndrewDeng, a vice president of Taiwan International Securities.</p]
Shares of hotel operator Leofoo Development Co surged 6.8percent to their daily limit and rival Ambassador Hotel &lt;2704.TW&gt;gained 6.9 percent.</p]
The financial sub-index &lt;.TFNI&gt; rose 2.1 percent after mediareported that the Taiwan government wants to boost its financialrescue fund four-fold, to more than T$1 trillion to stabilise thefinancial system. [ID:nTP206202]</p]
Despite the day's gain, Deng said the market could bepressured as it approaches the psychological 5,000-point level.</p]
The electronics sub-index &lt;.TELI&gt; rose 0.7 percent, withTaiwan Semiconductor Manufacturing Co (TSMC) &lt;2330.TW&gt; &lt;TSM.N&gt;,the world's top chip maker, up 1 percent.</p]
But TSMC's smaller rival UMC &lt;2303.TW&gt; &lt;UMC.N&gt; fell 2.1percent as investors locked in its recent gains and ignored anewspaper report the firm's utilisation rate at its 12-inch waferfactories has risen to about 70 percent.</p]

Hong Kong Financial Secretary Tsang Chun-wah said Monday that he saw &ldquo;green shoots&rdquo; in the recession-hit economy and that second-quarter GDP data should be better than it was in the first quarter.</p]
Tsang told legislators that in the past one to two months exports and consumption had been declining less and unemployment had stopped rising.</p]

Dec. 24, 2008 (China Knowledge) - China Development Bank (CDB) will issue US$200 million worth of U.S. dollar-denominated bonds on the interbank market on Dec. 25, sources reported. </p]
The bank said in a statement that the bonds, the first batch of its kind this year, carry floating rates, which will be set to be six-month Libor (London Interbank Offered Rate) plus 50 basis points. </p]
The value date and payment due date will both start from Dec. 29, according to the bank. </p]
Bank of Beijing&lt;601169&gt;, Agricultural Bank of China, China Merchants Bank (CMB)&lt;600036&gt;&lt;3968&gt;, Bank of Communications&lt;601328&gt;&lt;3328&gt;, Bank of China&lt;601988&gt;&lt;3988&gt;, China Construction Bank&lt;601939&gt;&lt;939&gt;, and Huaxia Bank&lt;600015&gt; have been assigned as underwriters for the sale. </p]

The report said that China's economy, affected by a series macro control policies, has restrained the declining trend and shows positive change since the fourth quarter of last year.

China's economy has shown signs of rebound, said Guo Tongxin in an article published on the bureau's website, adding that based on previous data, the economy touched bottom in the fourth quarter of 2008 or the first quarter of 2009.

Guo warned that insufficient demand is the most important issue in China's economy, and said China should be cautious in handling the obstacles for future economic recovery, which include weak external demand, inflation and oversupply in some industries.

Standard Chartered Bank Ltd yesterday raised its forecast for China's 2009 economic growth to 7.4% from 6.8% in recognition of new infrastructure projects and the improved housing market.
