Street lights

I am working on this scene which I hope to use for a short piece of animation but am unsure how to set up the street lights. If anyone knows what sort of lighting I should use, spot ligts, area lights, volume lights etc etc it would be much apprecited since I am usure what set up to use.

i dont know how to make it, but you need somthing that ain't that local when you see on the ground...you need somthing you can feather a bit when hitting the ground. and maybe improv the reflection a bit on the fences:)

and it looks like a light is coming from behind the camera.
