Create a polygon plane. scale it up to the rough shape of the image you want to put on it.. (ie, portrait, or landscape) Then, select the plane and go Edit Polygons> Texture> Planar Mapping Options. Select Y for your mapping direction. Click apply. Then go to Window> UV Texture Editor. This will show you how your Uv's have been mapped.... In that same window, make sure Image> Display Image is turned on. Then, make a new Lambert material and apply it to the plane. Open the attribute editor for the New Lambert material, and map its colour attribute to the file you want to show... If the image is not the correct size, you can resize it in the Uv Texture Editor. Simply select the plane, open the texture exitor, right click over the uv's and select UV's. then drag select all of the UV's and scale them so that your image looks correct in the viewport.

done.
