I recommend visual studio express edition with XNA which are free and allow you to make games for PC, Xbox 360 and I think windows Phones also.

a good place to start with lots of good video training search for xna creators club for more info. sorry cant provide link cos of anti spam.

or if you looking at games that can be played through a browser, consider our 3D Web platform (lateral visions)

its early days for the platform, but its more flexible than most of the other stuff Ive seen.
